Additional Element 2 (Targeted Mainstream)

The Education and Skills Funding Agency (ESFA) allows for local authorities to provide additional SEND funding ‘to a minority of schools which have particular challenges because of their disproportionate number of pupils with SEND’.

 

Formula and Payment

 

LCC has devised a formula to provide funding to schools with the highest proportions of EHCPs.

 

This will be done retrospectively for summer term 2023, based on the May census, and then for autumn and spring terms, based on October census.

Schools will be receiving the first payment shorty which should be coded to High Needs Top Up from LCC 97413 (Move to IO3 for CFR), it is based on May 23 data and is 5/12th of the payment.

 

The second payment will be made once we have the updated October census and will be 7/12th of the redetermined amount.

 

Criteria
 

Schools are eligible for extra funding if they have 0.5% or more EHCPs above the local average, which is approximately 3% for primary and 2.6% for secondary.
 

Calculation: The funding is determined based on the number of EHCPs a school has above the local average, multiplied by the difference between £6000 and their notional SEN budget / number of pupils on SEN register, and then further adjusted by a sliding scale multiplier.
 

The sliding scale starts at 0.3 for schools 0.5% above the local average and gradually increases to 0.7 for schools that are 4% or more above the local average.

Example 1

 

For 0.5% above local average in a school of 1300 pupils: 2.6% (indicative local average) + 0.5% of 1300 pupils × £4000 (indicative amount) × 0.3 = 40 × £4000 × 0.3 = £48,000.

 

Example 2

 

For 1.5% above local average in a school of 400 pupils: 2.6% (indicative local average) + 1.5% of 400 pupils × £4000 (indicative amount) × 0.4 = 16 × £4000 × 0.4 = £25,600.
